Pre-sale marketing playbook for off-plan real estate projects in the Caribbean

Short answer: An off-plan pre-sale is won by lowering perceived risk before the building exists. The playbook that tends to work combines four things: proof that the project and the developer are real and structured properly, visual assets that stand in for the finished product, a mix of search, social and broker channels aimed at qualified buyers, and a CRM with fast follow-up so inquiries become reservations. This guide lays out the sequence, the assets and the metrics, with examples from the Dominican Republic and the wider Caribbean.

Why is marketing an off-plan project different from marketing a finished one?

A buyer of a finished unit inspects the product. A buyer of an off-plan unit evaluates a promise, supported by three things:

  1. The developer’s credibility: delivery record, team, financial structure.
  2. The legal and payment structure: where deposits go, what happens if delivery slips.
  3. The quality of the representation: plans, renders, video, construction updates.

Your marketing has to answer, in this order: Is it real? What will it be? How do I buy, and what happens next? Campaigns that jump straight to price and scarcity skip the questions a cautious investor is already asking.

Who is the buyer, and where are they?

Demand in the region mixes local investors, diaspora, and foreign second-home and investment buyers. Some context from public data, with caveats:

  • The Caribbean Tourism Organization reported roughly 35 million international stay-over arrivals in 2025, about 2.5% above 2024, with South American arrivals up 23.7% to 2.4 million (Skift, April 7, 2026).
  • In the Dominican Republic, between January and September 2025, arrivals of non-resident Dominicans (the diaspora) rose 7.8% year over year to 1,084,438, while non-resident foreign arrivals rose 1.2% to 5,490,635, according to Central Bank and Ministry of Tourism figures reported by Acento (October 9, 2025).

Arrivals are not purchases. They indicate where familiarity with a destination is building, which is useful for choosing markets and languages, not for forecasting sales. Segment your plan by buyer type (local investor, diaspora, foreign second-home buyer, foreign yield-seeker) and write a different first message for each.

What are the phases of a pre-sale?

PhaseGoalMain deliverablesCore metric
1. Foundation (8 to 12 weeks out)Have everything readyWebsite, project page, investor deck, trust documents, renders, video, CRMApproved assets
2. Warm-upBuild an interested listRegistration page, area content, awareness adsQualified registrations
3. LaunchTurn interest into reservationsEvent (in person or hybrid), paid media, broker kit, instant follow-upMeetings and reservations
4. Sustained salesKeep a steady flowSEO, search ads, retargeting, construction updatesReservations per month, cost per reservation
5. Build and deliveryProtect trust and generate referralsProgress reports, testimonials, referralsCancellations, referrals

Durations are indicative; they depend on project size and on how quickly assets are approved.

What trust assets should exist before the launch?

For an investor reading from another country, trust assets matter more than any ad. Prepare:

  • Developer profile and delivery record, with only verifiable facts.
  • Legal structure, explained in plain language. In the Dominican Republic, Law 189-11 provides the trust framework. According to a sector guide (July 2026), in a trust-structured project buyer funds are administered by a trustee instead of going to the developer directly, and buyers should ask who the trustee is, whether it is authorized by the Superintendence of Banks, how the land is described in the contract, who the beneficiaries are, and under what conditions the trust ends. Publish the answers for your project, or do not claim the structure.
  • Foreign-buyer basics. One legal-sector summary notes that Articles 25 and 221 of the Dominican Constitution and Law 16-95 give foreign investors treatment equivalent to nationals, with limited exceptions (inmobiliario.do, May 24, 2026). Pair it with a recommendation to hire independent local counsel.
  • Tax notes, dated. Law 30-26 (promulgated June 18, 2026) introduced a 10% capital gains tax for individuals, with the calculation method pending regulation (inmobiliario.do). If the project claims CONFOTUR incentives, show the resolution; benefits attach to approved projects, and one April 2026 article stresses confirming the final classification and the validity of the incentives (inmobiliario.do).
  • Regulatory direction. A bill passed in first Senate reading on April 23, 2026 would require licensing for real estate intermediaries and would require developers to prove a project is real and permitted before advertising it (Diario Libre). It was not yet law as of that report; plan your materials as if that transparency will be expected.

Do not publish return promises. If you include scenarios, label them “hypothetical example,” list assumptions, and date them. Have counsel review all commercial claims.

What content and visual assets does a pre-sale need?

Buyer questionAssetFormat
What is it, and where?Positioning, location contextShort video, project page, map
What will I get?Floor plans, unit types, amenitiesPlans, renders, interactive tour
Can I trust it?Developer profile, legal structureFAQ, trust one-pager
How do I buy?Payment schedule, steps, timelineInvestor deck, buying guide
What happens next?Construction updatesMonthly progress posts and video

Guidelines:

  • Keep one source of truth. Prices, availability and dates must match across site, deck and ads. Date every number.
  • Make renders match the build. Mark images as representative where applicable.
  • Produce short vertical video for social and a longer presentation video for the project page.
  • Start construction documentation on day one with dated drone and ground footage. It is the strongest social proof an off-plan project can have.
  • Give video a search-friendly home. Google advises a dedicated watch page, `VideoObject` markup, stable thumbnails and a video sitemap (Google).

Virtual tours help buyers who cannot visit, but evidence of impact is mostly vendor-published. One Matterport case study reports days on market falling from 30 to 21 for a single firm, with no sample size or method. Treat it as a reason to test, and measure whether people who use the tour request meetings more often. Load tours on demand so the page stays within the Core Web Vitals thresholds: LCP of 2.5 seconds or less, INP of 200 milliseconds or less, CLS of 0.1 or less (web.dev).

Netix’s site lists 3D renders and virtual tours among its services for real estate projects, alongside pre-project concept development and fundraising support.

Which channels should carry the pre-sale?

Combine channels by phase rather than choosing one.

  • Search (organic and paid) captures investors already researching the area or the developer. See our guide to SEO for developers in the Dominican Republic and the Caribbean.
  • Social and video show the product and build the warm-up list. Per DataReportal, YouTube had an advertising reach of 7.5 million in the Dominican Republic in late 2025, Facebook 6.1 million, Instagram 5.1 million and TikTok 7.89 million adults; these are ad-tool reach figures, not active users.
  • Brokers and referral partners. Many buyers arrive through advisors. Give them a kit: deck, price list, availability, visual assets and clear commission rules.
  • Events. Investor presentations, open houses and fairs, in person or hybrid.
  • Retargeting and email to nurture people who registered but are not ready.

Send each campaign to its own landing page with a single main action (register, download the deck, book a call), not to the home page. If you are weighing the paid channels, see Google Ads vs Meta Ads for real estate developers.

How should WhatsApp and the CRM work together?

Many commercial conversations start in messaging apps. Click-to-WhatsApp ads open a chat from Facebook or Instagram, and the chat can be handled by an agent or a bot that qualifies the lead. WhatsApp Business notes that, to message a user again, a business needs consent within 72 hours of the conversation starting, and that the ad’s promise should be fulfilled quickly after the click (WhatsApp Business guide).

Minimum CRM setup:

ElementDefine
SourceCampaign, channel, page, advisor
StagesNew, contacted, qualified, meeting, proposal, reservation, sale, lost
QualificationBudget, timing, purpose (use or investment), buyer’s country
TasksNext action and date for every lead
Loss reasonPrice, timing, trust, financing, other

Feed outcomes back to the ad platforms. Google’s enhanced conversions for leads link offline sales, such as an online inquiry about an apartment that ends in a reservation, back to the campaign using hashed first-party data (Google Ads Help). Meta’s Conversions API connects advertiser data from a server, website platform or CRM to Meta for optimization and measurement (Meta for Developers).

Personal data from buyers in several countries may fall under different privacy and messaging rules. Collect clear consent, state the purpose, and have counsel review the rules in the markets you advertise to.

What does a launch event look like?

A launch concentrates attention and creates deadlines. Typical components, as general practice:

  1. A confirmed guest list built from registrations and broker invitations.
  2. A presentation that follows the buyer’s three questions: real, what, how to buy.
  3. A scale model or a visual experience, and an on-site or hybrid way to ask questions.
  4. Same-day or next-day follow-up with the deck, the unit options and a meeting link.
  5. Tracking: invited, confirmed, attended, meetings, reservations.

Netix’s site lists project launches, open houses, and broker and investor events among its commercial services.

What should you measure?

LevelMetricQuestion
ReachImpressions, trafficAre we seen?
InterestRegistrations, downloads, WhatsApp clicksAre they interested?
QualityShare of qualified leadsAre they real buyers?
ProgressMeetings, proposalsAre they advancing?
ResultReservations, cost per reservation, sales cycleIs it selling, and at what cost?
TrustCancellations, referralsIs it holding?

Review first-response time, qualification rate and the source of each reservation weekly. Reallocate budget every six to eight weeks using CRM data rather than platform-reported results. Because attribution in each ad platform tends to favor itself, the CRM should be the referee.

Hypothetical budget example

This is an illustration, not a benchmark. Suppose a mid-sized project allocates US$8,000 per month to media during launch. It might start with 50% on social video and lead capture, 25% on search (brand, area, validation), 15% on retargeting, and 10% held as a test fund. After six to eight weeks of CRM data, shift money toward the channel with the lowest cost per qualified meeting, not the lowest cost per lead. The split, the amount and the timing must come from your own project economics.

What are the most common mistakes?

  • Launching without the site, deck, trust documents or CRM in place.
  • Renders that do not match what will be built.
  • Hiding the legal and payment structure.
  • Optimizing for cheap leads instead of reservations.
  • Slow or unscripted follow-up.
  • No nurture for cold leads, and no construction updates.
  • One channel for everything.
  • Unsupported claims about returns or scarcity.

Frequently asked questions

When should the pre-sale marketing start? Ideally several weeks before the launch, so the site, assets and CRM are ready and a warm-up list exists. There is no universal lead time.

What matters more: price or trust? For off-plan, buyers need both, but unresolved trust questions stop the conversation before price matters. Resolve them first.

How do I market to buyers in other countries? Use content in their language, clear information on legal and tax structure, call times that respect time zones, and a recommendation to use independent local counsel. Check each market’s advertising and privacy rules.

Are brokers worth involving? Often, because many buyers rely on advisors. Provide a clear kit and commission terms and track their leads separately.

How many leads do I need? It depends on your qualification and close rates and on how many units you must sell. Work backwards from reservations using your own funnel data; generic benchmarks from other markets can mislead.

Should I promise appreciation or rental yield? Avoid it. Use dated, hypothetical scenarios with stated assumptions, and have counsel approve the wording.
